Yes, obese individuals should engage in safe, functional movements. The only thing an obese person needs to be aware of is that their visceral fat is forcing their organs to work harder, so intensity needs to be controlled to avoid organ trauma.
When they do lose weight, however, previously obese people can become phenomenal athletes because of how powerful their organs have had to become.
