How much time should people take off between workouts?

That is dependent on the kind and level of exercise. In less than three hours if they are training for endurance, in up to two weeks if they are working for strength, or in 48 hours if they are training for hypertrophy (growing bigger).
For weight training, it's generally recommended to wait three days and for cardio, one day.
